Regarding the publication of the Intelligent Commissioning Board, Patricia Hewitt, secretary of state for health said: "To deliver the best quality care for their communities, the boards of strategic health authorities and primary care trusts need access to the right information at the right time. The Intelligent Commissioning Board provides an excellent information framework, within the context of roles and accountabilities of the new organisations. As such, it marks an important step in changing the direction of the NHS from being supply-led to a needs-led one, and I have recommended it to senior NHS leaders." July 2006
